The proposed merger of UMBC and the University of Baltimore was not without controversy. In many Letters the Editor published by the Baltimore Sun, readers pointed out that combining two schools with different students and missions (UB served primarily working professionals and graduate students) made little sense, and expressed dissatisfaction at the way UMBC was portrayed in the paper. President Michael Hooker, on the other hand, was a proponent of the plan and believed that a merge would provide Baltimore with a high-profile research university and promote economic growth. In September 1989 the Board of Regents voted to postpone the matter, ordering further study and ruling out the possibility of a merger that would include the University of Maryland at Baltimore (UMAB) as well, a prospect that President Hooker had strongly supported.

Originally, UMBC set up a system of academic divisions instead of colleges, including the Divisions of Humanities, Mathematics, Science, Social Sciences. A Dean of Arts and Sciences replaced the Dean of Faculty in 1980, and the the College of Arts and Sciences and the College of Engineering were set up by 1984. As the number of academic departments and centers grew, so did the workload and strain grow for the College of Arts and Sciences. The administration and Faculty Senate began to investigate an alternate structure that would best serve the academic departments, faculty, and students, without adding unnecessary barriers between departments and groups that collaborate. A compromise was reached, and in 2004 the College of Arts and Sciences was divided into the College of Arts, Humanities, and Social Sciences (CAHSS) and the College of Natural and Mathematical Sciences (CNMS), joining the College of Computer Science and Engineering at UMBC.

During the 1940s into the 1950s, dramatic increases in the number of Marylanders seeking a university education motivated State officials to begin planning for expansion of the University of Maryland. Beginning in 1955, a series of state commissions studied the need for expanding publicly supported higher education. Each recognized that the number of Maryland students attending college was greatly increasing. The Warfield Commission, appointed by the governor in 1959, issued its report in February 1960. Titled A Plan for Expanding the University of Maryland, the report suggested expansion of UM by bringing Towson, Frostburg and Salisbury Universities under the UM administration and creating regional campuses in various areas of the state for commuting students. The Curlett Commission, also appointed by the Governor, focused on the growing demand for college education in Maryland. The report recommended expansion in public higher education as well as a tripartite organization (community colleges, state colleges, and the University of Maryland).

Although not UMBC's first literary journal, Bartleby is UMBC's longest running and continues to be one of our most well-known traditions. Originally based out of the English department, Bartleby has been published in several different formats and has, at times, accepted student, faculty, staff, and Baltimore-area submissions of poetry, literature, and artwork. Since 1989 the publication has accepted submissions that are student authored only. Bartleby is now funded by the SGA, managed and edited by UMBC students, and published every spring semester. The first issue carried the celebrated moniker, Bartleby, after a Herman Melville character. The journal has had several other titles, including Soup, Imagine, and Samsdatz, but has been published as Bartleby for the past 14 issues.

The Joseph Beuys Sculpture Park was established at UMBC in April 2001 as part of a Baltimore-wide tree-planting effort. Designer and project coordinator for the Fine Arts Gallery (now the Center for Art, Design and Visual Culture) Renee van der Stelt developed a partnership with The Baltimore Museum of Art to extend beyond the gallery walls [and] bring art to the people." The inspiration for the project and its namesake was a German avant-garde artist, Joseph Beuys, most well-known for his piece 7000 Oaks, which featured 7,000 planted oak trees with a stone next to each tree that eroded over time to nourish the soil. In Fall 2000, members of nearly two dozen organizations and community volunteers planted trees and placed rocks in Patterson Park, Wyman Park Dell, and Carroll Park. Thirty oak trees and stones on campus were dedicated at UMBC on April 10, 2001.

Prove It!, first offered by the SGA in 2008, is an opportunity for UMBC students to plan and execute projects to improve the campus experience. Project plans are submitted and the winner is given a monetary prize - which has varied from $10,000 to $50,000 - for implementation. The first winning project was the design for the Green Space located outside of the Center for Art, Design and Visual Culture (CADVC) in the Fine Arts building. The project team wanted to build an outdoor space where students, faculty, and staff alike could enjoy being outside and use the space as needed, whether for relaxation or as a group work area. They worked with a landscape architect to design the Green Space, which opened in Spring 2009. Other Prove It! winning projects included extending the hours of the Library cafe, installing a working garden near the campus police building, and a biodiesel production facility.

In 1994, UMBC was awarded a teaching grant from the Howard Hughes Medical Institute (HHMI). The funding was directed towards the HHMI Scholars Program, an educational program that works with students from diverse backgrounds. Dr. Michael Summers was named an HHMI investigator in 1994, and his groundbreaking research at UMBC has focused on HIV-1, the retrovirus that causes AIDS, and nuclear magnetic resonance (NMR) spectroscopy, a technique for learning more about the molecular components of the HIV-1 retrovirus. Dr. Summers has also been an active teacher and supporter of the Meyerhoff Scholars Program, including working to assist other universities to duplicate the success of the program at UMBC. In 2003, he spoke with pride for the work at UMBC: While I'm very proud of our research, it may be that in the end what I do with minority students is more important than what I do in the lab. I never thought I would be involved in a social movement like this."

The library went unnamed, aside from Library or University Library, until the official dedication ceremony on December 13, 1982 when it was named for UMBC’s founding chancellor, Albin O. Kuhn. The occasion was hosted by Chancellor Dorsey and took place in the Special Collections Reading Room. The standing room only throng of people heard Richard W. Couper, President of the Woodrow Wilson National Fellowship Foundation and President Emeritus of the New York Public Library, speak about libraries and their role in society.
